Presented as the world's future third helium hub, the Amur complex was hit by fires and explosions in 2021-2022, then held back by sanctions on cryogenic equipment. In early 2026 it is still running well below nominal capacity; Moscow even introduced export controls in April 2026. The expected additional supply remains largely virtual.
