Fraunhofer: applied research and the underlying patents (MP3/AAC)

The chokepoint is not a single monopoly but an accumulation: as Europe's largest applied-research organization (budget ~EUR 3.6 billion, over 30,000 staff, 74 institutes, 2024), Fraunhofer feeds entire industry sectors and holds structuring underlying patents, including the MP3/AAC audio codecs (Fraunhofer IIS) that generated hundreds of millions of euros in licensing. Redundancy is real for research taken individually, but the depth of the portfolio and its German industrial roots make it hard to replicate. Fragility is mainly budgetary and political, not a rupture risk (2024).
