Locks fed by a freshwater lake. Drought lowers the level of Lake Gatún and cuts the number of ships allowed through, a trade route held hostage by the climate.
A canal dependent on rain
Panama is the only major maritime bottleneck whose constraint is hydrological. Its locks run on fresh water: each ship that climbs then descends the 26 meters of elevation empties into the ocean some 200 million liters drawn from Gatún Lake, a reservoir fed by rain alone. When it does not rain, the canal literally runs short of water to float the ships.
The 2023-2024 El Niño episode brought the lake to a historic low. The Canal Authority rationed transits, from 36 to 22 a day, and lowered the allowed draft, forcing Neopanamax vessels to lighten their cargo. To jump the queue, some shipowners bid up to several million dollars per slot. A global trade axis hanging on the weather, not on a state.
A new reservoir against drought
The return of the rains restored traffic in mid-2024, but the problem is structural: the same Gatún Lake also supplies drinking water to more than half of Panamanians, putting navigation and taps in direct competition. Warming makes severe droughts more frequent.
The Canal Authority's response is a project for a new reservoir on the Río Indio, priced at around 1.6 billion dollars and approved in 2025, meant to secure water for decades, at the cost of population displacement and a bet on an increasingly unstable climate. The climate problem is not solved, only pushed back with concrete.
