The chokepoint: no compliant 5G device can be built without licensing the standard-essential patents (SEPs) declared at ETSI. Concentration is real but diffuse: per an Amplified/GreyB study, the top 6 (Huawei, Samsung, LG, Nokia, Ericsson, Qualcomm) held about 65% of ~18,900 declared essential families (2021), with Chinese firms above 40% of families. Redundancy is high on the portfolio side (broad, multi-actor), but tension is high over royalty rates, FRAND litigation and geopolitical leverage; essentiality declarations are not independently verified (2021 figures).
