The first real geographic redundancy for the advanced node outside Taiwan, but a partial one: wafers made in Arizona mostly return to Taiwan for CoWoS packaging, for lack of local capacity before Amkor ramps up in Peoria. Diversifying the front-end without the back-end shifts the risk, it does not remove it.
